I recently got a tip for another sound database, this one has a creative commons license on all the up-and downloads:
It seems to be a project of a University in Barcelona and some dutch people

There are some loooovely little soundsamples (the nice thing is that a lot of them are nicely edited, ready to insert in a drum machine…
Some of the samples have been treated, hmm, not really my thing too much flanger.. But put that aside.. Go click and listen (ok, and register for that)…
